Vietnam 2025–2026 : l'excédent a changé d'adresse
L'économie a crû de 8,02 % en 2025 et de 8,18 % au premier semestre 2026. Sur ces mêmes six mois, la balance commerciale vietnamienne est passée en déficit et l'excédent du pays avec les États-Unis est devenu la première ligne du déficit commercial américain — devant la Chine. C'est tout le sujet de cette note.

Le Vietnam a terminé 2025 sur une croissance de 8,02 %, la plus forte de l'ASEAN, une économie d'environ 514 milliards de dollars et un revenu par habitant de 5 026 dollars — le pays passe dans la tranche supérieure des revenus intermédiaires. Le premier semestre 2026 est ressorti à 8,18 %, avec un deuxième trimestre à 8,39 %, le meilleur depuis 2011. Lu comme un titre, rien de tout cela n'appelle d'explication. Lu comme un bilan, 2026 est l'année où trois choses ont bougé en même temps.
De quoi cette croissance est faite
La composition compte davantage que le taux. Au premier semestre 2026, l'industrie et la construction ont progressé de 9,86 % et pesé 40,35 % de la croissance ; les services ont progressé de 8,09 % et pesé 47,14 % ; l'agriculture, la sylviculture et la pêche ont progressé de 3,87 %. À l'intérieur de l'industrie, la valeur ajoutée manufacturière a augmenté de 10,23 % et l'indice de production industrielle de 10,8 % — le meilleur premier semestre depuis 2019.
Ce n'est ni une histoire de consommation ni une histoire d'immobilier. C'est une histoire d'usines, et elle est financée de l'extérieur : les investissements étrangers enregistrés ont atteint 34,65 milliards de dollars sur le semestre, en hausse de 61,0 %, dont 17,91 milliards — 63 % — dans l'industrie manufacturière et la transformation. Les IDE réalisés se sont élevés à 13,03 milliards, en hausse de 11,2 %.
L'écart entre ces deux chiffres est le sujet. Un capital enregistré est une promesse sur 2028 ; un capital réalisé est une machine qui arrive cette année. Le Vietnam encaisse aujourd'hui des promesses bien plus vite qu'il ne les convertit, et cet écart est le pipeline dont dépend tout ce qui suit.
Le déficit qui veut dire l'inverse d'un déficit
Pendant dix ans, le Vietnam a dégagé un excédent de marchandises. En 2025, il était d'environ 20 milliards de dollars, sur des échanges record de plus de 930 milliards. Au premier semestre 2026, la balance s'est retournée : un déficit de 16,65 milliards, contre un excédent d'environ 8 milliards sur le même semestre 2025. À sept mois, les exportations atteignaient 319,53 milliards, en hausse de 21,7 %, et les importations 340,05 milliards, en hausse de 34,8 % — un déficit de 20,5 milliards.
Un déficit fait de machines-outils et de composants est un déficit qui produira des exportations dix-huit mois plus tard. La composition — biens d'équipement et consommations intermédiaires, pas voitures et maroquinerie — est ce qui sépare cela des crises de balance courante que la région a connues dans les années 1990. Ce qu'il fait, en revanche, c'est retirer un coussin : c'est l'excédent qui payait la stabilité du dong, et il n'est pas là cette année.
Le plus gros chiffre de Washington est vietnamien
Pendant que la balance intérieure passait en négatif, la balance bilatérale est devenue verticale. Les importations américaines en provenance du Vietnam ont atteint 123 milliards de dollars au premier semestre 2026, en hausse de 40 % sur un an, et l'excédent vietnamien avec les États-Unis s'est établi à 114 milliards — la première contribution nationale au déficit commercial américain, devant le Mexique et devant la Chine.
L'autre moitié de cette phrase est ce qui la rend structurelle. Les importations américaines en provenance de Chine sont passées d'environ 168 milliards au S1 2025 à 129 milliards au S1 2026. Une quarantaine de milliards ont quitté une colonne ; trente-cinq milliards sont arrivés dans l'autre.
Sur le premier semestre, les produits chinois entrant aux États-Unis supportaient un droit effectif d'environ 23,2 % et les produits vietnamiens d'environ 6,5 %. Un écart de près de dix-sept points, appliqué à des fabrications substituables, n'a pas besoin d'une stratégie pour déplacer du commerce. Il le déplace tout seul.
Le Vietnam n'a pas seulement profité du détournement du commerce chinois. Il a hérité de la place de la Chine — et la place vient avec le droit de douane attaché. La phrase dont parle tout le reste de cette note
Ce qui est réellement perçu à la frontière
Le taux qu'acquitte un carton vietnamien à Long Beach a été réécrit quatre fois en quatorze mois, et jamais deux fois par le même instrument juridique.
- 2 juillet 2025Un accord-cadre fixe un droit réciproque de 20 % sur les produits vietnamiens, ajoute une pénalité de 40 % sur les marchandises transbordées via le Vietnam et ramène à zéro les droits vietnamiens sur les produits américains. Il remplace une menace à 46 %.
- 7 août 2025Le taux de 20 % entre en vigueur.
- 20 février 2026Dans Learning Resources c. Trump, la Cour suprême juge à six voix contre trois que l'IEEPA n'a jamais autorisé de droits de douane. Le taux réciproque de 20 % et la pénalité de 40 % tombent ensemble.
- 24 février 2026Un droit global de 10 % les remplace, sur le fondement de la Section 122 du Trade Act de 1974 — une autorité de balance des paiements à durée de vie ferme de 150 jours.
- 24 juillet 2026La Section 122 expire. Le même jour, au terme d'une enquête sur l'application des interdictions d'importation liées au travail forcé, les États-Unis imposent un droit Section 301 de 12,5 % sur les produits vietnamiens, avec des exemptions listées en annexe. Les droits sectoriels Section 232 s'y ajoutent — 50 % sur l'acier et l'aluminium, 10 à 50 % sur le bois et le meuble, dont la note sectorielle détaille le barème catégorie par catégorie.
Pas le niveau. Douze points et demi se supportent et, face aux vingt-trois de la Chine, restent un avantage. Le coût est la durée : quatre instruments en quatorze mois, chacun sur un fondement juridique différent et avec une échéance différente. Un calendrier de rayon se tarife une saison à l'avance et une usine se finance à cinq ans. Ni l'un ni l'autre ne s'assure contre un taux refondé chaque trimestre.
Les coussins : les prix, le dong, le crédit
Le Vietnam est entré en 2026 avec de la marge et il la dépense. L'inflation s'est établie en moyenne à 3,31 % sur 2025, l'inflation sous-jacente à 3,21 %. Sur les sept premiers mois de 2026, la moyenne est de 4,39 % et la sous-jacente de 4,19 %, pour un plafond de 4,5 %. Ce plafond a été franchi au printemps — 4,65 % en mars, 5,46 % en avril sur un bond de 11,1 % des prix du transport, encore 4,69 % en juin — puis repassé en juillet, à 4,45 %.
Le dong a suivi la même ligne. Le taux de référence de la banque centrale tournait autour de 25 100 dongs pour un dollar début avril ; le taux de marché est aujourd'hui autour de 26 100, après avoir évolué entre 26 013 et 26 345 sur le dernier mois. Le crédit est le troisième : l'encours du système approchait 20 millions de milliards de dongs fin juin, en hausse de 7,4 % en six mois et de plus de 18 % sur un an.

Mis bout à bout : une croissance en tête de la région, une inflation en haut de sa propre tolérance, une monnaie qui cède environ quatre pour cent en cinq mois, et un crédit qui progresse à plus du double du rythme de la production. Aucun de ces éléments n'est une crise à lui seul. Les quatre ensemble forment une politique économique sans aucun jeu — et c'est exactement l'état dans lequel un choc extérieur cesse d'être absorbable.
L'argent qui n'est pas venu
Le 21 septembre 2026 — dans dix-huit jours — le Vietnam passe, chez FTSE Russell, de marché frontière à marché émergent secondaire, la catégorie où se trouvent la Chine, l'Inde et l'Indonésie. La décision a été annoncée en octobre 2025 et confirmée à la revue d'avril 2026 ; l'inclusion se fait par étapes jusqu'en 2027. FTSE a chiffré l'afflux potentiel à 6 milliards de dollars au plus, pour des poids d'indice de 0,22 % du FTSE Emerging et de 0,04 % du Global All Cap.
Les investisseurs étrangers ont passé l'attente à vendre. Les sorties nettes des actions vietnamiennes atteignent environ 3,5 milliards de dollars entre janvier et le 21 août 2026, après un record de 4,7 milliards de ventes nettes sur 2025.
Un reclassement d'indice est de la plomberie, pas de la conviction. Il oblige une poche définie d'argent passif à détenir un poids défini à une date définie, et il ne dit rien de ce que fera l'argent actif la semaine suivante. Huit milliards de dollars de ventes nettes sur les deux années, c'est le marché qui tarife la croissance, le dong et le droit de douane — les trois choses que le reclassement ne touche pas. Le relèvement est bon à prendre. Ce n'est pas un événement de flux, et le confondre avec un événement de flux est la façon dont on rate septembre.
Les dix pour cent
Le 14e Congrès du Parti s'est tenu à Hanoï du 19 au 23 janvier 2026 et a fixé le cadre des cinq prochaines années : une croissance moyenne du PIB d'au moins 10 % par an sur 2026–2030, et un revenu par habitant d'environ 8 500 dollars en 2030, contre 5 026 en 2025. Au-delà, le plan redescend — 8 à 8,5 % pour 2031–2035, environ 7,5 % jusqu'en 2045.
Huit virgule dix-huit est un chiffre remarquable et il reste en dessous de dix. La réponse de l'État est la dépense : l'investissement public pour 2026–2030 est fixé à 8 510 000 milliards de dongs, plus du double du plan 2021–2025, le seul budget 2026 étant supérieur de 41,7 % à la dotation initiale de 2025. Le décaissement est le problème récurrent — 2,3 milliards de dollars sur les projets de transport majeurs au premier semestre, avec les deux grands programmes ferroviaires en retard.
La seconde réponse est institutionnelle. L'État a commencé par se tailler lui-même : 63 provinces sont devenues 34 le 1er juillet 2025, l'échelon du district a été supprimé au profit d'un modèle à deux niveaux, et environ 250 000 postes suivent, pour une économie annoncée de plus de 190 000 milliards de dongs entre 2026 et 2030. La résolution 68 de mai 2025 a ensuite érigé le secteur privé en acteur principal : en un an, plus de 3 000 procédures et 2 200 conditions d'exercice ont été supprimées, soit 13 200 jours et plus de 34 200 milliards de dongs de coûts de conformité par an, et le capital privé enregistré apporté à l'économie a progressé de 77,8 %.
Le plafond physique
Une croissance de dix pour cent est, au fond, une question d'électricité et de béton. La demande d'électricité est planifiée à environ 8,5 % de hausse en 2026, et jusqu'à 14,1 % dans un scénario de saison sèche extrême, El Niño réduisant les apports hydroélectriques et les combustibles importés étant exposés à la même géopolitique qui a fait bouger les prix du transport en avril. Des plans de contingence sont déjà écrits pour les manques de saison sèche.
Derrière cela se tient le PDP8, qui exige environ 136,3 milliards de dollars entre 2026 et 2030 et porte la capacité 2030 à 183 000–236 000 MW, dont 46 000 à 73 000 MW de solaire et 10 000 à 16 300 MW de stockage. À côté : la ligne ferroviaire à grande vitesse Nord-Sud, environ 67 milliards de dollars, dont le gouvernement a ordonné le lancement des travaux au plus tard le 31 décembre 2026, plus l'aéroport de Long Thành, le port de transbordement de Cần Giờ et la centrale nucléaire de Ninh Thuận.
Lisez la bande comme une seule année : le Congrès en janvier, la Cour suprême et la proclamation Section 122 en février, le plafond de prix franchi à partir de mars, la revue FTSE en avril, l'expiration de la Section 122 et le droit Section 301 en juillet, le reclassement lui-même le 21 septembre, et la pose de la première pierre ferroviaire que le gouvernement a fixée à décembre. Six mois sur douze portent une décision qui change un chiffre des tableaux ci-dessus.
Ce que cela veut dire, si vous fabriquez
- Votre exposition américaine est désormais une position politique, pas une position commerciale. Elle a survécu à la Cour suprême ; elle ne survivra pas indéfiniment au fait d'être la première ligne du déficit.
- Les près de dix-sept points d'écart effectif avec la Chine — 6,5 % contre 23,2 % — sont la raison pour laquelle les commandes se sont déplacées. Une base à 12,5 % le resserre. Tarifez vos programmes 2027 sur l'écart, pas sur le niveau.
- Vos coûts d'entrée bougent contre vous sur trois fronts à la fois — composants importés, carburant importé, et un dong plus faible de quatre pour cent depuis avril. Une cotation tenue six mois est devenue une position, pas une politesse.
- L'électricité est le risque que personne ne met au contrat. Si votre procédé ne supporte pas une interruption de saison sèche, c'est une décision d'investissement pour cette année, pas pour l'année prochaine.
Ce que cela veut dire, si vous achetez
- La capacité est réelle et elle est neuve : 17,91 milliards de dollars d'IDE manufacturiers enregistrés en un semestre, c'est une base fournisseurs qui n'existait pas lors de votre dernier appel d'offres.
- La flambée des importations vietnamiennes est votre délai. Les usines qui achètent des machines en 2026 cotent sur une capacité qui arrive en 2027, et les meilleures prennent des programmes européens maintenant pour la remplir.
- Un fournisseur dont le carnet est à 60 % américain porte un risque politique dont vous héritez par vos dates de livraison. Demandez la répartition avant de demander le prix.
- Le droit d'entrée dans l'Union européenne est nul sous l'EVFTA, et le calendrier y est planifié plutôt que proclamé. C'est l'argument à porter à une usine vietnamienne cette année, et c'est l'année où elle l'écoutera.
- La part du carnet de votre fournisseur qui part aux États-Unis
- Si ses importations de machines 2026 sont arrivées, ou encore en commande
- Son arrangement électrique, et ce qu'il devient en saison sèche
- La monnaie dans laquelle ses intrants sont tarifés, face à la monnaie de votre contrat
- Si une cotation est tenue à un taux, ou à un taux plus une clause

Vietnam 2025–2026: the surplus changed address
The economy grew 8.02% in 2025 and 8.18% in the first half of 2026. In the same six months Vietnam's own trade balance turned negative and its surplus with the United States became the largest single line in the American trade deficit — ahead of China. That is the whole of this note.
In this note
Vietnam closed 2025 with GDP up 8.02%, the fastest in ASEAN, an economy of about US$514 billion and income per head of US$5,026 — over the line into the upper-middle-income band. The first half of 2026 came in at 8.18%, with a second quarter of 8.39%, the strongest Q2 since 2011. Read as a headline, nothing here needs explaining. Read as a balance sheet, 2026 is the year three things moved at once.
What the growth is made of
The composition matters more than the rate. In the first half of 2026 industry and construction grew 9.86% and contributed 40.35% of the expansion; services grew 8.09% and contributed 47.14%; agriculture, forestry and fisheries grew 3.87%. Inside industry, manufacturing value added rose 10.23% and the industrial production index rose 10.8% — the strongest first half since 2019.
This is not a consumption story or a property story. It is a factory story, and it is being financed from outside: registered foreign investment reached US$34.65 billion in the half, up 61.0%, of which US$17.91 billion — 63% — went into manufacturing and processing. Realised FDI was US$13.03 billion, up 11.2%.
The distance between those two numbers is the point. Registered capital is a promise about 2028; realised capital is a machine landing this year. Vietnam is currently taking promises far faster than it is converting them, and the gap is the pipeline everything below depends on.
The deficit that means the opposite of a deficit
For a decade Vietnam ran a merchandise surplus. In 2025 it was about US$20 billion on record trade of more than US$930 billion. In the first half of 2026 the balance turned over: a deficit of US$16.65 billion, against a surplus of roughly US$8 billion in the same half of 2025. By seven months exports had reached US$319.53 billion, up 21.7%, and imports US$340.05 billion, up 34.8% — a deficit of US$20.5 billion.
A deficit built out of machine tools and components is a deficit that produces exports eighteen months later. The composition — capital goods and intermediate inputs, not cars and handbags — is what separates this from the current-account crises the region ran in the 1990s. What it does do is remove a cushion: the surplus was what paid for the dong's stability, and it is not there this year.
Washington's biggest number is now Vietnam's
While the domestic balance went negative, the bilateral one went vertical. US imports from Vietnam reached US$123 billion in the first half of 2026, up 40% year on year, and Vietnam's surplus with the United States reached US$114 billion — the largest single-country contribution to the American trade deficit, ahead of Mexico and ahead of China.
The other half of that sentence is what makes it structural. US imports from China fell from about US$168 billion in H1 2025 to US$129 billion in H1 2026. Roughly forty billion dollars left one column; roughly thirty-five billion arrived in the other.
Through the first half, Chinese goods entering the United States carried an effective tariff of about 23.2% and Vietnamese goods about 6.5%. A gap of nearly seventeen points, applied to substitutable manufactures, does not need a strategy to move trade. It moves it on its own.

What is actually charged at the border
The rate a Vietnamese carton pays in Long Beach has been rewritten four times in fourteen months, and never by the same legal instrument twice.
- 2 July 2025A framework agreement sets a 20% reciprocal tariff on Vietnamese goods, adds a 40% penalty on goods transshipped through Vietnam, and takes Vietnam's own tariffs on American goods to zero. It replaces a threatened 46%.
- 7 August 2025The 20% rate takes effect.
- 20 February 2026In Learning Resources v. Trump the Supreme Court rules six to three that the International Emergency Economic Powers Act never authorised tariffs. The 20% reciprocal rate and the 40% transshipment penalty both fall.
- 24 February 2026A 10% global tariff replaces them under Section 122 of the Trade Act of 1974 — a balance-of-payments authority with a hard 150-day life.
- 24 July 2026Section 122 expires. The same day, following an investigation into enforcement of forced-labour import prohibitions, the United States imposes a 12.5% Section 301 tariff on Vietnamese goods, with exemptions listed by annex. Section 232 sectoral duties stack on top — 50% on steel and aluminium, and 10% to 50% across wood and furniture, where the sector note takes the schedule apart category by category.
Not the level. Twelve and a half points is survivable and, against China's twenty-three, still an advantage. The cost is the tenor: four instruments in fourteen months, each with a different legal basis and a different expiry. A shelf calendar is priced a season ahead and a factory is financed five years ahead. Neither can be underwritten against a rate that is re-founded every quarter.
The cushions: prices, the dong, credit
Vietnam entered 2026 with room and has been spending it. Inflation averaged 3.31% across 2025 with core at 3.21%. Over the first seven months of 2026 the average is 4.39% with core at 4.19%, against a ceiling of 4.5%. It went through that ceiling in the spring — 4.65% in March, 5.46% in April on an 11.1% jump in transport costs, still 4.69% in June — and came back under it in July, at 4.45%.
The dong followed the same line. The State Bank's reference rate was around VND 25,100 to the dollar in early April; the market rate is now around VND 26,100, having traded between 26,013 and 26,345 over the past month. Credit is the third: system credit stood near VND 20 quadrillion at the end of June, up 7.4% in six months and more than 18% year on year.

Taken together: growth at the top of the region, inflation at the top of its own tolerance, a currency giving up about four per cent in five months, and credit growing at more than twice the pace of output. None of those is a crisis on its own. All four at once is a policy mix with no slack left in it — which is exactly the condition in which an external shock stops being absorbable.
The money that did not come
On 21 September 2026 — eighteen days from now — Vietnam is reclassified by FTSE Russell from Frontier to Secondary Emerging, the tier that holds China, India and Indonesia. The decision was announced in October 2025 and confirmed at the April 2026 review; inclusion runs in phases into 2027. FTSE has put the potential inflow at up to US$6 billion, on index weights of 0.22% of the FTSE Emerging Index and 0.04% of Global All Cap.
Foreign investors have spent the wait selling. Net foreign outflows from Vietnamese equities ran to about US$3.5 billion between January and 21 August 2026, after a record US$4.7 billion of net selling across 2025.
An index upgrade is plumbing, not conviction. It obliges a defined pool of passive money to hold a defined weight on a defined date, and it says nothing about what active money does the week after. Eight billion dollars of net selling across the two years is the market pricing the growth, the dong and the tariff — the three things the reclassification does not touch. The upgrade is worth having. It is not a flow event, and treating it as one is how the September trade goes wrong.
The ten per cent
The 14th Party Congress met in Hanoi from 19 to 23 January 2026 and set the frame for the next five years: average GDP growth of at least 10% a year across 2026–2030, and income per head of about US$8,500 by 2030, against US$5,026 in 2025. Beyond that the plan steps down — 8 to 8.5% for 2031–2035, about 7.5% to 2045.
Eight point one eight is a remarkable number and it is still short of ten. The state's answer is to spend: public investment for 2026–2030 is set at VND 8,510 trillion, more than double the 2021–2025 plan, with the 2026 budget alone 41.7% above the initial 2025 allocation. Disbursement is the perennial problem — US$2.3 billion went into key transport projects in the first half, with the two flagship railway schemes running behind.
The second answer is institutional. The state cut itself down first: 63 provinces became 34 on 1 July 2025, the district tier was abolished for a two-tier model, and around 250,000 posts go with it, for a stated saving of more than VND 190,000 billion between 2026 and 2030. Resolution 68 of May 2025 then reframed the private sector as the lead actor: in its first year more than 3,000 procedures and 2,200 business conditions were scrapped, worth an estimated 13,200 days and over VND 34,200 billion a year in compliance cost, and private registered capital added to the economy rose 77.8%.
The physical ceiling
Growth of ten per cent is, in the end, a question about electricity and concrete. Power demand is planned at about 8.5% growth in 2026 and as much as 14.1% in an extreme dry-season scenario, with El Niño cutting hydro inflows and imported fuel exposed to the same geopolitics that moved transport prices in April. Contingency plans are already drawn for dry-season shortfalls.
Behind that sits PDP8, which requires about US$136.3 billion between 2026 and 2030 and puts 2030 capacity at 183,000 to 236,000 MW, with solar at 46,000 to 73,000 MW and storage at 10,000 to 16,300 MW. Alongside it: the North–South high-speed railway, roughly US$67 billion, which the government has ordered to break ground no later than 31 December 2026, plus Long Thành airport, Cần Giờ transshipment port and the Ninh Thuận nuclear plant.
Read the strip as one year: the Congress in January, the Supreme Court and the Section 122 proclamation in February, the price ceiling breached from March, the FTSE review in April, the Section 122 lapse and the Section 301 tariff in July, the reclassification itself on 21 September, and the railway groundbreaking the government has fixed to December. Six of the twelve months carry a decision that changes a number in the tables above.
What it means, if you make
- Your American exposure is now a political position, not a commercial one. It survived the Supreme Court; it will not survive being the largest line in the deficit without further attention.
- The near seventeen-point effective gap against China — 6.5% against 23.2% — was the reason the orders moved. A 12.5% base narrows it. Price your 2027 programmes on the gap, not on the level.
- Input costs are moving against you on three fronts at once — imported components, imported fuel, and a dong four per cent weaker since April. A quote held open for six months is now a position, not a courtesy.
- Electricity is the risk nobody puts in a contract. If your process cannot take a dry-season interruption, that is a capital expenditure conversation for this year, not next.
What it means, if you buy
- The capacity is real and it is new: manufacturing FDI of US$17.91 billion registered in one half-year is a supplier base that did not exist when you last ran a sourcing tender.
- Vietnam's own import surge is your lead time. Factories buying machinery in 2026 are quoting on capacity that lands in 2027, and the good ones are taking European programmes now to fill it.
- A supplier whose book is 60% American is carrying a policy risk you inherit through your delivery dates. Ask for the split before you ask for the price.
- Duty into the European Union is zero under the EVFTA and the calendar there is planned rather than proclaimed. That is the argument to make to a Vietnamese factory this year, and it is the year they will listen.
- The share of your supplier's book that ships to the United States
- Whether their 2026 machinery imports are landed, or still on order
- Their electricity arrangement, and what happens to it in a dry season
- The currency their inputs are priced in, against the currency of your contract
- Whether a quote is held at a rate, or at a rate plus a clause

Việt Nam 2025–2026: thặng dư đã đổi địa chỉ
Kinh tế tăng 8,02 % năm 2025 và 8,18 % trong nửa đầu 2026. Cũng trong sáu tháng đó, cán cân thương mại của Việt Nam chuyển sang âm, còn thặng dư với Hoa Kỳ trở thành khoản lớn nhất trong thâm hụt thương mại của Mỹ — vượt cả Trung Quốc. Đó là toàn bộ nội dung của bài này.

Việt Nam khép lại năm 2025 với GDP tăng 8,02 %, cao nhất ASEAN, quy mô nền kinh tế khoảng 514 tỷ USD và thu nhập bình quân đầu người 5.026 USD — chính thức bước vào nhóm thu nhập trung bình cao. Nửa đầu 2026 đạt 8,18 %, riêng quý II là 8,39 %, mức quý II cao nhất kể từ 2011. Đọc như một tiêu đề, không có gì ở đây cần giải thích. Đọc như một bảng cân đối, 2026 là năm ba thứ dịch chuyển cùng lúc.
Tăng trưởng được làm bằng gì
Cơ cấu quan trọng hơn con số. Nửa đầu 2026, công nghiệp và xây dựng tăng 9,86 % và đóng góp 40,35 % vào mức tăng chung; dịch vụ tăng 8,09 % và đóng góp 47,14 %; nông, lâm nghiệp và thủy sản tăng 3,87 %. Trong công nghiệp, giá trị tăng thêm ngành chế biến chế tạo tăng 10,23 % và chỉ số sản xuất công nghiệp tăng 10,8 % — mức nửa đầu năm cao nhất kể từ 2019.
Đây không phải câu chuyện tiêu dùng, cũng không phải câu chuyện bất động sản. Đây là câu chuyện nhà máy, và nó được tài trợ từ bên ngoài: vốn đầu tư nước ngoài đăng ký đạt 34,65 tỷ USD trong sáu tháng, tăng 61,0 %, trong đó 17,91 tỷ — tức 63 % — vào công nghiệp chế biến chế tạo. Vốn thực hiện đạt 13,03 tỷ USD, tăng 11,2 %.
Khoảng cách giữa hai con số ấy mới là điều đáng nói. Vốn đăng ký là một lời hứa cho 2028; vốn thực hiện là một cỗ máy cập cảng năm nay. Việt Nam đang nhận lời hứa nhanh hơn nhiều so với tốc độ hiện thực hóa chúng, và khoảng cách đó chính là đường ống mà mọi điều bên dưới phụ thuộc vào.
Khoản thâm hụt mang nghĩa ngược lại
Suốt một thập kỷ Việt Nam xuất siêu hàng hóa. Năm 2025 mức xuất siêu khoảng 20 tỷ USD trên tổng kim ngạch kỷ lục hơn 930 tỷ. Nửa đầu 2026, cán cân đảo chiều: thâm hụt 16,65 tỷ USD, so với thặng dư khoảng 8 tỷ cùng kỳ 2025. Đến hết bảy tháng, xuất khẩu đạt 319,53 tỷ USD, tăng 21,7 %, nhập khẩu đạt 340,05 tỷ USD, tăng 34,8 % — thâm hụt 20,5 tỷ.
Một khoản thâm hụt tạo bởi máy công cụ và linh kiện là khoản thâm hụt sẽ sinh ra xuất khẩu sau mười tám tháng. Chính cơ cấu — tư liệu sản xuất và đầu vào trung gian, không phải ô tô và túi xách — là thứ tách nó khỏi các cuộc khủng hoảng cán cân vãng lai mà khu vực từng trải qua thập niên 1990. Nhưng nó có làm một việc: rút đi một lớp đệm. Chính thặng dư đã trả tiền cho sự ổn định của đồng tiền, và năm nay nó không còn ở đó.
Con số lớn nhất của Washington nay là của Việt Nam
Trong khi cán cân trong nước chuyển âm, cán cân song phương lại dựng đứng. Nhập khẩu của Mỹ từ Việt Nam đạt 123 tỷ USD trong nửa đầu 2026, tăng 40 % so với cùng kỳ, và thặng dư của Việt Nam với Hoa Kỳ đạt 114 tỷ — khoản đóng góp đơn lẻ lớn nhất vào thâm hụt thương mại của Mỹ, vượt Mexico và vượt Trung Quốc.
Nửa còn lại của câu đó mới làm nó mang tính cơ cấu. Nhập khẩu của Mỹ từ Trung Quốc giảm từ khoảng 168 tỷ USD nửa đầu 2025 xuống 129 tỷ nửa đầu 2026. Khoảng bốn mươi tỷ rời khỏi một cột; khoảng ba mươi lăm tỷ xuất hiện ở cột kia.
Trong nửa đầu năm, hàng Trung Quốc vào Mỹ chịu thuế thực tế khoảng 23,2 % còn hàng Việt Nam khoảng 6,5 %. Một khoảng cách gần mười bảy điểm, áp lên những mặt hàng có thể thay thế cho nhau, không cần một chiến lược nào để dịch chuyển thương mại. Nó tự dịch chuyển.

- 24/02/2026Một mức thuế toàn cầu 10 % thay thế, dựa trên Mục 122 của Trade Act 1974 — một thẩm quyền về cán cân thanh toán với vòng đời cứng 150 ngày.
- 24/07/2026Mục 122 hết hạn. Cùng ngày, sau cuộc điều tra về việc thực thi lệnh cấm nhập khẩu hàng lao động cưỡng bức, Hoa Kỳ áp thuế Mục 301 ở mức 12,5 % với hàng Việt Nam, kèm danh mục miễn trừ theo phụ lục. Thuế ngành theo Mục 232 cộng thêm lên trên — 50 % với thép và nhôm, 10 đến 50 % với gỗ và đồ nội thất, mà bài chuyên ngành phân tích biểu thuế theo từng nhóm hàng.
Không phải mức thuế. Mười hai phẩy năm điểm là chịu được và, so với hai mươi ba của Trung Quốc, vẫn là một lợi thế. Cái giá nằm ở kỳ hạn: bốn công cụ trong mười bốn tháng, mỗi công cụ một căn cứ pháp lý khác nhau và một thời hạn khác nhau. Lịch lên kệ được định giá trước một mùa, còn một nhà máy được tài trợ trong năm năm. Không cái nào bảo hiểm được trước một mức thuế bị dựng lại mỗi quý.
Các lớp đệm: giá cả, tỷ giá, tín dụng
Việt Nam bước vào 2026 với dư địa và đang tiêu dần nó. Lạm phát bình quân 2025 là 3,31 %, lạm phát cơ bản 3,21 %. Bảy tháng đầu 2026, bình quân là 4,39 % và cơ bản là 4,19 %, so với trần 4,5 %. Trần đó đã bị vượt vào mùa xuân — 4,65 % trong tháng Ba, 5,46 % trong tháng Tư do giá vận tải tăng 11,1 %, vẫn 4,69 % trong tháng Sáu — rồi trở lại dưới trần trong tháng Bảy, ở 4,45 %.
Tỷ giá đi cùng một đường. Tỷ giá trung tâm của ngân hàng trung ương quanh 25.100 đồng đổi một đô la vào đầu tháng Tư; tỷ giá thị trường hiện quanh 26.100, sau khi dao động giữa 26.013 và 26.345 trong tháng qua. Tín dụng là điều thứ ba: dư nợ toàn hệ thống gần 20 triệu tỷ đồng vào cuối tháng Sáu, tăng 7,4 % trong sáu tháng và hơn 18 % so với cùng kỳ.

Ghép lại: tăng trưởng dẫn đầu khu vực, lạm phát ở sát trần chịu đựng của chính nó, một đồng tiền mất khoảng bốn phần trăm trong năm tháng, và tín dụng tăng hơn gấp đôi nhịp sản lượng. Không điều nào trong số đó tự nó là một cuộc khủng hoảng. Cả bốn cùng lúc là một tổ hợp chính sách không còn chút dư địa nào — và đó đúng là trạng thái mà một cú sốc từ bên ngoài thôi còn hấp thụ được.
Dòng tiền đã không đến
Ngày 21/09/2026 — còn mười tám ngày nữa — Việt Nam được FTSE Russell nâng hạng từ thị trường cận biên lên thị trường mới nổi thứ cấp, nhóm có Trung Quốc, Ấn Độ và Indonesia. Quyết định được công bố tháng Mười 2025 và xác nhận tại kỳ rà soát tháng Tư 2026; việc đưa vào rổ diễn ra theo từng đợt kéo sang 2027. FTSE ước tính dòng vốn tiềm năng tối đa 6 tỷ USD, với tỷ trọng 0,22 % trong FTSE Emerging và 0,04 % trong Global All Cap.
Nhà đầu tư nước ngoài đã dành quãng chờ đó để bán. Bán ròng cổ phiếu Việt Nam khoảng 3,5 tỷ USD từ tháng Một đến 21/08/2026, sau mức bán ròng kỷ lục 4,7 tỷ USD của cả năm 2025.
Nâng hạng chỉ số là chuyện đường ống, không phải chuyện niềm tin. Nó buộc một lượng vốn thụ động xác định phải nắm một tỷ trọng xác định vào một ngày xác định, và không nói gì về việc vốn chủ động sẽ làm gì tuần kế tiếp. Tám tỷ USD bán ròng trong hai năm là thị trường đang định giá tăng trưởng, tỷ giá và thuế quan — ba thứ mà việc nâng hạng không chạm tới. Nâng hạng là điều đáng có. Nhưng nó không phải một sự kiện dòng tiền, và coi nó như vậy chính là cách người ta sai ở tháng Chín.
Mười phần trăm
Đại hội Đảng lần thứ XIV họp tại Hà Nội từ 19 đến 23/01/2026 và định khung cho năm năm tới: tăng trưởng GDP bình quân từ 10 % một năm trở lên giai đoạn 2026–2030, và thu nhập bình quân đầu người khoảng 8.500 USD vào 2030, so với 5.026 USD năm 2025. Xa hơn, kế hoạch hạ dần — 8 đến 8,5 % cho 2031–2035, khoảng 7,5 % đến 2045.
Tám phẩy một tám là một con số đáng nể và nó vẫn dưới mười. Câu trả lời của nhà nước là chi tiêu: đầu tư công giai đoạn 2026–2030 được ấn định 8.510 nghìn tỷ đồng, hơn gấp đôi kế hoạch 2021–2025, riêng ngân sách 2026 cao hơn 41,7 % so với dự toán đầu năm 2025. Giải ngân vẫn là vấn đề kinh niên — 2,3 tỷ USD cho các dự án giao thông trọng điểm trong sáu tháng đầu, với hai dự án đường sắt lớn chậm tiến độ.
Câu trả lời thứ hai là thể chế. Nhà nước tự cắt mình trước: 63 tỉnh thành còn 34 từ 01/07/2025, cấp huyện được bỏ để chuyển sang mô hình hai cấp, kèm theo khoảng 250.000 vị trí, với mức tiết kiệm công bố hơn 190.000 tỷ đồng giai đoạn 2026–2030. Nghị quyết 68 tháng 5/2025 sau đó đặt kinh tế tư nhân vào vai chính: sau một năm, hơn 3.000 thủ tục và 2.200 điều kiện kinh doanh được bãi bỏ, tương đương 13.200 ngày và hơn 34.200 tỷ đồng chi phí tuân thủ mỗi năm, còn vốn tư nhân đăng ký bổ sung vào nền kinh tế tăng 77,8 %.
Trần vật lý
Tăng trưởng mười phần trăm, xét cho cùng, là câu hỏi về điện và bê tông. Nhu cầu điện được hoạch định tăng khoảng 8,5 % trong 2026, và có thể lên tới 14,1 % trong kịch bản mùa khô cực đoan, khi El Niño làm giảm nước về hồ thủy điện và nhiên liệu nhập khẩu chịu đúng thứ địa chính trị đã đẩy giá vận tải hồi tháng Tư. Các phương án dự phòng cho thiếu hụt mùa khô đã được chuẩn bị.
Đằng sau đó là Quy hoạch điện VIII, cần khoảng 136,3 tỷ USD giai đoạn 2026–2030 và đưa công suất 2030 lên 183.000–236.000 MW, trong đó điện mặt trời 46.000–73.000 MW và lưu trữ 10.000–16.300 MW. Bên cạnh: đường sắt tốc độ cao Bắc–Nam, khoảng 67 tỷ USD, mà Chính phủ yêu cầu khởi công chậm nhất ngày 31/12/2026, cùng sân bay Long Thành, cảng trung chuyển Cần Giờ và nhà máy điện hạt nhân Ninh Thuận.
Hãy đọc dải này như một năm duy nhất: Đại hội tháng Một, Tòa án Tối cao và tuyên bố Mục 122 tháng Hai, trần giá bị vượt từ tháng Ba, kỳ rà soát FTSE tháng Tư, Mục 122 hết hạn và thuế Mục 301 vào tháng Bảy, chính việc nâng hạng ngày 21 tháng Chín, và lễ khởi công đường sắt mà Chính phủ ấn định vào tháng Mười Hai. Sáu trong mười hai tháng mang một quyết định làm thay đổi một con số trong các bảng ở trên.
Điều này có nghĩa gì, nếu bạn sản xuất
- Rủi ro thị trường Mỹ của bạn giờ là một vị thế chính trị, không phải một vị thế thương mại. Nó đã sống sót qua Tòa án Tối cao; nó sẽ không sống sót mãi khi là khoản lớn nhất trong thâm hụt.
- Khoảng cách thuế thực tế gần mười bảy điểm so với Trung Quốc — 6,5 % so với 23,2 % — chính là lý do đơn hàng dịch chuyển. Một mức nền 12,5 % làm khoảng cách đó hẹp lại. Hãy định giá chương trình 2027 theo khoảng cách, đừng theo mức tuyệt đối.
- Chi phí đầu vào đang bất lợi trên ba mặt trận cùng lúc — linh kiện nhập khẩu, nhiên liệu nhập khẩu, và một đồng tiền yếu hơn bốn phần trăm kể từ tháng Tư. Một báo giá giữ mở sáu tháng nay là một vị thế, không còn là phép lịch sự.
- Điện là rủi ro không ai đưa vào hợp đồng. Nếu quy trình của bạn không chịu được một lần gián đoạn mùa khô, đó là câu chuyện đầu tư của năm nay, không phải năm sau.
Điều này có nghĩa gì, nếu bạn mua hàng
- Năng lực là có thật và nó còn mới: 17,91 tỷ USD FDI chế biến chế tạo đăng ký chỉ trong một nửa năm là một nền tảng nhà cung cấp chưa tồn tại vào lần gọi thầu gần nhất của bạn.
- Chính đợt nhập khẩu tăng vọt của Việt Nam là thời gian giao hàng của bạn. Nhà máy mua máy trong 2026 đang chào năng lực về vào 2027, và những nhà máy tốt đang nhận chương trình châu Âu ngay bây giờ để lấp đầy.
- Một nhà cung cấp có 60 % sổ đơn hàng đi Mỹ đang mang một rủi ro chính sách mà bạn thừa hưởng qua ngày giao hàng của mình. Hãy hỏi cơ cấu thị trường trước khi hỏi giá.
- Thuế vào Liên minh châu Âu bằng không theo EVFTA, và lịch bên đó được lên kế hoạch chứ không được tuyên bố. Đó là lập luận cần mang tới một nhà máy Việt Nam trong năm nay, và đây là năm họ sẽ nghe.
