- L'essence, nom botanique compris — acacia, hévéa, eucalyptus, teck

Wood in 2026: three duties, one deadline
Vietnam shipped US$17.2 billion of wood in 2025, and in 2026 it is the wrong half that is growing. Three separate American duties now price the American route, at anything from 10% to more than 138%. The European one is duty-free, and gated by a single date.
In this note
Vietnam closed 2025 at US$17.2 billion in wood and wood-product exports, up around 6% on 2024 — the first year the sector has cleared seventeen billion. It also missed its own target of eighteen.
What the headline hides
The 2026 figures look like continuity: US$10.2 billion over the seven months to July, up 5.6%, against a government target of nineteen billion for the year.
They are not continuity. The growth came from woodchips and pellets — the least processed end of the trade. Furniture, which is the part that carries the value, fell 2.3% to US$6.4 billion across the same seven months. The sector is growing by selling more of the cheap thing and less of the expensive one.
Underneath that, the destinations moved: shipments to the United States were US$5.09 billion over seven months, close to half the national total but down almost 6% on the year, while China took second place at US$1.535 billion.
The American question
The United States took 54.65% of Vietnam's wood exports in 2025 — nearly US$9.5 billion. Japan and China follow, each above 12%; the seven largest markets account for roughly 95% of the total. That is not a diversified order book. It is one customer and a long tail.
The last eighteen months are why that matters:
- 14 October 2025Section 232 tariffs take effect on timber, lumber and derivative products: 10% on softwood, 25% on furniture categories, aimed squarely at upholstered wooden seating, kitchen cabinets and vanities.
- 1 January 2026The upholstered wooden furniture rate steps up from 25% to 30%. Kitchen cabinets and vanities step from 25% to 50% — the heaviest rate in the schedule.
- 20 February 2026The US Supreme Court rules six to three that the International Emergency Economic Powers Act does not authorise the president to impose tariffs. Customs stops collecting them on 24 February.
- 24 February 2026A 10% global tariff replaces them under Section 122 of the Trade Act of 1974 — an authority with a hard 150-day life.
- 24 July 2026Section 122 expires and a 12.5% Section 301 tariff takes its place, following an investigation into enforcement of forced-labour import prohibitions. It stacks on top of Section 232, not instead of it.
- 19 August 2026The US International Trade Commission votes affirmative on hardwood and decorative plywood from Vietnam, China and Indonesia. Combined anti-dumping and countervailing margins for Vietnam run from 138% to 255% — Commerce set the Vietnamese dumping rate at 90.12% and the countervailing rate at 47.68% in July. Orders run at least five years.
The tariffs the Court struck down were the broad, country-level ones. The Section 232 wood and furniture duties rest on a different legal authority and did not fall with them. The sectoral exposure is the part that survived.
For a manufacturer, the lesson is not that America is closed. It is that the American leg is now priced by a process nobody can forecast a season ahead — and a shelf calendar is planned a season ahead. The wider version of that argument, and what it is doing to the currency and the cost of money, is in the macro note.
The European door
Europe is the other end of that sentence, and it is open in a way it has not been before.
Under the EVFTA, in force since August 2020, 83% of tariff lines on wood products went to zero immediately and the rest phased down over five years. That phase-out has now completed: in practice, Vietnamese furniture enters the European Union at 0%. China, India and Indonesia do not have that.
And Vietnam has barely used it. Vietnamese product accounts for about 1.9% of the EU's wood furniture imports.
Two thirds of the country's capacity is pointed at a market that taxes it, and it holds a fiftieth of a market that does not. The imbalance 2026 makes expensive
The movement has started — some European lines grew by more than 60% in 2025 — but from a very low base. France sits fifth among Vietnam's trading partners in the Union, with bilateral trade of US$5.42 billion in 2024, up 12.9%.
The gate: 30 December 2026
There is a condition on that door, and after two postponements it has stopped moving.
Regulation (EU) 2025/2650, published in December 2025, sets the EU Deforestation Regulation to apply from 30 December 2026 for large and medium operators, and from 30 June 2027 for small and micro enterprises. The revision simplified the machinery — a new “downstream operator” category, a simplified declaration for small primary operators — but it did not soften what a wood product has to prove.
From 30 December, a European buyer cannot place your container on the market without a due-diligence file behind it. In practice that file is:
- The species, botanical name included — acacia, rubberwood, eucalyptus, teak
- The plantation or forest the lot came from, with geolocated plots
- The chain-of-custody claim, written on the invoice, with certificates where they exist
- The factory that actually cut the wood, not the trading house above it
- The lot, tied to the container, so the file still stands up to a check two years later
Starting in December. Four months out, most Vietnamese manufacturers do not have this file. The ones who build it before December will be on European lists in 2027; for the rest, what was an advantage will have become a lock on the door.
Category by category
Furniture is about 61% of the sector's exports. Within it:
| Category | Weight | What it is exposed to |
|---|---|---|
| Wooden-frame seating | $3.5bn+ | The country's single largest line, at 30% into the United States. It is also the line where European demand is least developed. |
| Wooden frames | 22.6% | — |
| Living and dining room | 18.8% | — |
| Bedroom | 12.2% | — |
| Kitchen cabinets and vanities | 50% | The heaviest rate in the Section 232 schedule since 1 January. Heavily US-facing, and structurally exposed because of it. |
| Outdoor — Bình Định, Quy Nhơn | — | Acacia and eucalyptus: the category that fits a European shelf calendar most naturally, planned a season ahead and ordered in programmes. |
| Plywood and industrial panels | 138%+ | Hardwood and decorative plywood now carries combined anti-dumping and countervailing margins of 138% to 255%. For the American route this category is shut, not taxed. |
| Wood pellets | +50% | 2025 growth. Volume, not value. |
Read as a strategy rather than a table: the categories growing fastest are the ones adding the least value, and the highest-value category is the one most exposed to a tariff nobody can predict.
The ground it comes from
Vietnam has 14.87 million hectares of forest and 42% coverage, of which 4.74 million hectares are plantation — with 304,000 hectares newly planted in 2024. Domestic roundwood production has gone from 6.06 million m³ in 2010 to roughly 25.6 million m³ in 2025: 10.1% compound growth for fifteen years.
That plantation base is the quiet argument for Vietnam under the EUDR. Acacia and rubberwood grown on registered plantations are far easier to defend in an origin file than mixed natural-forest supply, because the plots can be drawn.
Chain of custody, not fibre, is the bottleneck.
The industry employs around 600,000 people. Foreign investment has kept arriving: new projects up 7% in 2024 and capital up more than 73%. Roughly 80% of foreign-invested wood enterprises sit in Ho Chi Minh City and the provinces around it — Bình Dương, Đồng Nai — plus Bình Định on the coast.
What it means, if you make
- Read your book by category, not by country. Softwood at 10%, seating at 30%, cabinets at 50% and plywood behind an anti-dumping order are four different businesses now, and only one balance sheet.
- If cabinets or plywood are more than a fifth of your output, the American question is a capacity question this year, not a pricing one. Requalifying a line for Europe takes two seasons; the order runs five years.
- Build the origin file before December. After the deadline it stops being an advantage and becomes an entry requirement.
- If you already export to the United States or Japan, most of what a European programme demands you already do. What is missing is usually the file, not the factory.
What it means, if you buy
- Vietnamese capacity is looking for European programmes for the first time in years, and it is looking now.
- Duty is zero under the EVFTA, and it is zero on the categories America has just priced out. A cabinet maker with no American route is the most motivated supplier in the country right now.
- The manufacturer's EUDR file is your liability, not theirs. Verify it before December, not after.
- The short list is short: 1.9% market share means most Vietnamese factories have never shipped to Europe. Audited experience is the scarce thing.
Where these numbers come from
Export values and market shares: VIFOREST and Vietnam Customs via HAWA, full-year 2025 and seven-month 2026 releases. Tariff rates and dates: the US Section 232 proclamation of 29 September 2025 with the escalations of 1 January 2026; the Supreme Court decision of 20 February 2026; the USTR Section 301 final action of 24 July 2026. Plywood duties: Commerce's final determinations of 16 and 21 July 2026 and the ITC's affirmative vote of 19 August 2026. EUDR dates: Regulation (EU) 2025/2650 and the European Commission's Access2Markets notice. Forestry figures: Vietnamese forestry statistics for 2024–2025; the FSC area is forest-management certification only and broader schemes cover more.
Figures move. Where one of them bears on a decision you are about to take, ask us and we will tell you where it stands this week.
